Structure

EUREKA’s organisational structure is composed of the following main bodies:

Eureka Secretariat
The Secretariat, based in Brussels acts as the central support unit for the network. The ESE manages the EUREKA project database, undertakes marketing, communications and network-development activities and provides support to the EUREKA Chair.
EUREKA Chair
The EUREKA Chair rotates yearly among EUREKA’s member countries. It implements a three-year rolling programme in cooperation with the previous and future Chairs. The Chair organizes in the chair country the Ministerial Conference or Inter-Parliamentary Conference, as well as High-Level Group, Executive Group and National Project Coordinator meetings, which it also chairs. The Chair represents EUREKA externally and agrees with the ESE on the level of support it should provide.
Ministerial Conference
The Ministerial Conference is the political body of EUREKA where the ministers lay down political guidelines, decide on further developments, approval/dismissal of members and officially announce the new EUREKA projects endorsed during the Chairmanship year. It gathers biennially the ministers from each EUREKA member country and a Commissioner from the European Commission.
Inter-Parliamentary Conference
It takes place alternate years with the Ministerial Conference and makes recommendations on strategic issues. . It gathers members of the national parliaments of the EUREKA member countries.
High Level Group
Is the key decision-marking body of EUREKA and meets 4 times a year. Each EUREKA member appoints a representative to this group, which endorses new EUREKA projects, takes decisions on the management of EUREKA as well as preparing new EUREKA policy discussions for the MC.
Executive Group
The Executive Group is a small group comprising members from the current, the previous and the future Chairs. It reports and implements the decisions taken by the High Level Group.
National Project Coordinators
National Project Coordinators (NPCs) are running the National EUREKA Offices at an operational level. They are responsible for project generation, national and international support and follow-up. NPCs meet 4-5 times exchange experiences and discuss on best-practices.
National Information Points
Provide industry and research institutes with an easy interface with EUREKA, facilitates participation in projects for countries of Central and Eastern Europe and prepares these countries for full EUREKA membership.
