itemprop=\"text\" ><p>The &#8220;Scientific Visa&#8221; allows researchers from third countries to enter, reside and work in Cyprus for more than three months. The monitoring of research activities related to moral, bioethical and ethical issues is the responsibility of the <a Area (ERA) is a unified research area open to the world and based on the internal market.<\/p>\n<p>The ERA enables free circulation of researchers, scientific knowledge and technology. The competitive and open access to high quality Research Infrastructures supports and benchmarks the quality of the activities of European scientists, and attracts the best researchers from around the world.<\/p>\n<p>ESFRI operates at the forefront of European and global science policy and contributes to its development translating political objectives into concrete advice for RI in Europe.<\/p>\n<p>The <a href=\"http:\/\/www.research.org.cy\/wp-content\/uploads\/ESFRI_Roadmap2021.pdf\" target=\"_blank\" rel=\"noopener\">ESFRI Road Map 2021<\/a> describes Europe&#8217;s needs for impartial manner, based solely on quality criteria, the Chief Scientist, with the support of the RIF, and following relevant suggestions of the National Council for Research and Innovation, have proceeded with the implementation of a comprehensive proposal for the \u201cDevelopment of a mechanism for the evaluation of requests by research organizations for State Sponsorships, in the form of institutional funding\u201d.<\/p>\n<p>The specific policy paper produced included:<\/p>\n<p>(a) all currently available funding mechanisms for research and innovation in Cyprus,<\/p>\n<p>(b) the mechanisms and good practices applied in other countries, and<\/p>\n<p>(c) the national mechanism for institutional funding, its relevant implementation process, as well as its evaluation and monitoring criteria.<\/p>\n<p>Institutional funding is expected to strengthen the critical mass of research potential and infrastructure in specific research areas\/research applications, increase the sustainability prospects of the funded research centres, promote scientific excellence and its socio-economic impact, as well as establish Cyprus as a regional hub of research and innovation, in a manner aligned with the priorities set out by the National Strategy for Research and Innovation.<\/p>\n<p>The process was approved by the Council of Ministers in October 2019, and the RIF took over the preparation and ratification of Funding Agreements, as well as monitoring of their implementation.<\/p>\n<\/div><\/section>\n<div  class='togglecontainer stated in detail in the aforementioned policy paper. The provisions governing the terms of granting the funding, as well as the process of its monitoring and control, are further described in each Grant Agreement signed between the RIF and the institutions receiving the Grant.<\/p>\n<p>In general, the following characteristics apply:<\/p>\n<p>(a) The funding has the form of institutional, non-competitive, state sponsorship, and is granted to research institutions after the evaluation of a series of quality criteria. This follows the submission of a relevant application by the interested institution, in the form of a project proposal, with a specific timeline and action plan.<\/p>\n<p>(b) Both research and innovation activities can be funded, irrespective of scientific field. It is expected that each project proposal will include a combination of such activities.<\/p>\n<p>(c) The research institution has the obligation to submit any required data, within a specified period of time, relating to its procedures\/policies, as well as a Proceedings Report once the duration of the Funding Agreement comes to its end.<\/p>\n<p>(d) At the completion of each Funding Agreement, the RIF, in accordance with its internal procedures, is expected to appoint an Expert Advisory Committee. This Committee will be called to evaluate the scientific, social and economic benefits arising from the Business Plan of each institution, in accordance with relevant evaluation criteria previously approved.<\/p>\n<p>(e) The Funding Agreement also includes a series of legal provisions relating to the obligations of the funded institution to comply with national and European legislation, as well
